Anacortes School District Welcomes Dr. Brian Fraser as Executive Director of Finance and Operations
The Anacortes School District is pleased to announce Dr. Brian Fraser as the new Executive Director of Finance and Operations, beginning with the 2025–26 school year. His first official day will be July 1, 2025.
Brian Fraser brings a wealth of experience and a proven track record of success in financial and operational leadership within public schools. He is currently the Director of Finance at Mount Baker School District, where he plays a pivotal role in guiding the district out of challenging financial conditions. Like many districts across Washington State, Anacortes faces significant funding challenges stemming from declining enrollment, low birth rates, and inflation. Although not under the same financial constraints as Mount Baker, the Anacortes School District’s challenges are substantial. Brian’s ability to manage budgets effectively makes him exceptionally well-suited for this critical leadership role.
Brian’s approach to leadership emphasizes collaboration, transparency, and the vital connection between fiscal decisions and student learning. His diverse background as a teacher, school principal, and district leader provides him with a unique perspective on the operational needs of schools and the impact of financial decisions on the classroom.
Brian began his career in education as a Peace Corps volunteer in Madagascar, where he taught English. He was a music and band teacher in the La Conner School District before serving as Assistant Principal in the Sultan School District and Principal in the White Salmon Valley School District. In these roles, he spearheaded initiatives like the implementation of Positive Behavioral Interventions and Supports (PBIS), professional learning communities (PLCs), inclusive educational practices, and opened and operated School-Based Health Centers in Mount Baker and White Salmon.
At Mount Baker School District, Brian oversaw multiple operational departments, including finance, maintenance, transportation, and food services. He successfully led two levy campaigns, negotiated union contracts, and built strong relationships with staff and the community. His ability to balance fiscal responsibility with a commitment to supporting students and staff makes him an outstanding fit for Anacortes.
Superintendent Dr. Justin Irish shared, “Brian Fraser’s leadership, dedication, and financial expertise are a perfect match for the Anacortes School District. His impressive track record and passion for aligning finance with student success will significantly benefit our schools and community. We are thrilled to welcome him to our team.”
Dr. Fraser expressed his enthusiasm, stating, “It’s an honor to return to the Anacortes community in this role. Education is a cornerstone of democracy, and I’m committed to supporting teaching and learning at every level while working collaboratively to address budgetary shortfalls and ensure a sustainable future for our schools.”
Brian holds a Master’s in Instructional Leadership from Pacific Lutheran University and a Bachelor’s degree in Arts and Music from the University of Washington. He completed his Doctorate in Education at Western Washington University last month.
Outside of work, Brian cherishes his deep ties to Anacortes, where he met his wife and got married at the Majestic Inn. He has two young children and enjoys spending time with his family, exploring the outdoors, and is an active runner and cyclist.
Please join us in welcoming Brian Fraser to the Anacortes School District!

Dear Anacortes School District Families and Community,
With a full heart and deep gratitude, I want to share that I have accepted an offer to become the next Superintendent of the Northshore School District.
This decision was not made lightly. Serving as your superintendent has been one of the most meaningful and rewarding chapters of my life—both professionally and personally. Anacortes is a special place, filled with passionate educators, student leaders, engaged families, and a community that deeply values its children and their future.
From the very beginning, I have appreciated the tight-knit nature of Anacortes—the sense of connection, the shared dedication to our students, and the way everyone comes together to support one another. This is a place that will always feel like home. Even as I begin this new adventure, I plan to remain a part of this community for years to come.
Over the past several years, we have navigated complex challenges and worked hard to build systems that reflect our shared values—to inspire every student every day with quality instruction that promotes creativity, growth, character, individual strengths, and a lifelong love of learning. Our high graduation rates, measurable achievements, and the stories we collect are a testament to what we have accomplished together. While the work continues, I am proud of the progress we’ve made and the foundation we’ve built. I have deep confidence in our community’s passion and commitment to keep moving forward.
Thank you for welcoming me into this community five years ago and for trusting me with the leadership of your schools. Thank you for your support, your collaboration, and the friendships we’ve built. I look forward to staying connected. My commitment to this community and its incredible students will always remain strong.
With appreciation and respect,
Dr. Justin Irish, Superintendent
Anacortes School District Receives Grant for Bus Communication System Upgrade
The Anacortes School District is excited to announce that it has been awarded funding from HF Sinclair to improve student and staff safety by upgrading its school bus communication system. The $35,000 grant provided our transportation department with the installation of new, reliable radio systems across the district's 17 bus routes, which were installed during spring break.
This much-needed upgrade replaced outdated and unreliable Very High Frequency (VHF) radios, prioritizing more consistent and effective communication for the district’s transportation staff. The new system will include digital Ultra High Frequency (UHF) radios that are equipped with a repeater, providing strong and reliable coverage even in Anacortes' challenging topography. This is especially important for the safety of students, particularly those with assistance needs and those involved in co-curricular activities outside of regular school hours.
“Our district is committed to ensuring that all students have access to the safest and most reliable transportation possible,” said Superintendent Justin Irish. “This grant from HF Sinclair allows us to provide our students and staff with the technology they need to respond quickly and efficiently in any situation, enhancing both safety and peace of mind.”
HF Sinclair’s generous support will not only improve communication but also promote a safer transportation environment for students and staff alike. The upgraded communication system will serve approximately 1,300 students and 30 transportation staff members, emphasizing improved safety, faster response times, and better coordination during both regular school hours and after-school activities.
“Safety is HF Sinclair’s top priority at work and in our community. That includes partnering with Anacortes School District to help provide it and its transportation team the technology it needs to safely get our kids to and from school and extracurricular activities,” said HF Sinclair Operations Manager and ASD Parent Jodi Baral. “This upgrade will have a long-lasting positive effect on our students and improve the vital communication link between our drivers and support teams in all areas of our island communities.”

Anacortes School District Honored with 2025 Purple Star Award for Supporting Military-Connected Students
The Anacortes School District is proud to announce that it has been named a 2025 Purple Star Award recipient by the Washington Office of Superintendent of Public Instruction (OSPI), in collaboration with the Washington Association of School Administrators (WASA). This prestigious two-year designation honors school districts that demonstrate a strong and sustained commitment to supporting military-connected students and families.
Now in its second year, the Purple Star Award recognizes districts that meet rigorous criteria for providing military-friendly practices and resources. Anacortes School District earned the designation by maintaining a dedicated webpage for military families, appointing trained points of contact for military student support, hosting military family events, and providing professional development for staff on the unique needs of military families.
"We are honored to receive the Purple Star Award, which reflects our district’s heartfelt commitment to supporting the children and families of those who serve," said Dr. Justin Irish, Superintendent of Anacortes School District. "With our proximity to Naval Air Station Whidbey Island, we recognize the important role schools play in offering stability, connection, and opportunity to students who may experience frequent transitions. Our goal is to make every military-connected student feel seen, supported, and successful in our schools."
Military-connected students face unique challenges, including frequent relocations and parental deployments. The Purple Star Award acknowledges the district’s intentional efforts to smooth transitions and offer targeted support for these students.
"My uncle Neeko was in the Marines, and my abuelo was in the Air Force, so I know how important it is to feel welcome when you move to a new place," said Ana Skelton, a 5th-grade student at Island View Elementary. "When new students come to our school, I try to be kind and help them feel like they belong because everyone deserves to feel at home, especially when their families serve our country."
The award also holds special significance for Jack Curtis, retired U.S. Navy and current Anacortes School Board Director. "My family is acutely aware of the challenges some of our students experience as a result of frequent moves or the deployed parents. Knowing our school district acknowledges and supports these students and families is reassuring and greatly appreciated.” Curtis said.
Anacortes joins five other districts in Washington to receive the 2025 designation: Coupeville, South Kitsap, Bethel, and North Kitsap.
